Located in the WHS Office of Special Security (OSS), this position supports the Office of Military Commissions, Guantanamo Bay (OMC-S). Responsibilities include managing Security Education, Training, and Visitor Control programs coordinated with JTF-GTMO and tenant activities. The incumbent applies IC, OSD, Army, and USSOUTHCOM policies to develop and implement multi-disciplined security guidelines supporting detention operations and military commissions.
Serves as a Lead Security Specialist, Office of Special Security, Washington Headquarters Services, supporting the Office of Military Commissions, Guantanamo Bay, Cuba (OMC-S).
Organizes plans and directs the work of this multi-disciplined security function and the Security Education and Training and Visitor Control Programs for OMC-S, and coordinates with Joint Task Force Guantanamo and tenant activities, including drilling reserve units, United States Coast Guard and US Air Force supporting the OMC mission.
Directs the end-to-end planning, construction, and final accreditation of Sensitive Compartmented Information Facilities (SCIF) and Special Access Program Facilities (SAPF); enforces stringent physical access controls, alarms, CCTV monitoring, and secure entry/exit operations.
Serves as the primary authority for SCI security management, including program decompartmentation, sanitization, courier card authorizations, and comprehensive document accountability for special access and collateral materials. Formulates and executes command OPSEC and counterintelligence plans; coordinates with joint CI specialists to identify security posture vulnerabilities, assess classification guides, and prevent compromise of national defense information.
Negotiates MOAs and co-utilization agreements, establishes long-range security objectives for command leadership, appoints investigating officers, and leads formal inquiries into security violations with corrective action reporting to national agencies. Manages the command AT/FP program, delivering travel threat briefings, risk assessments, and force protection reports; leads security personnel by balancing workloads, delivering training, and evaluating team performance.
