This position is located in Austin Texas within the Financial Payroll Service (FPS) at the Financial Services Center (FSC), Payroll Support Service, Office of Management, in the Department of Veterans Affairs (VA) Central Office. This organization is responsible for maintaining and updating the Department's current legacy payroll (PR) and human resources (HR) information systems.

Major Duties: Ensure interfaces are integrated with various components of time and attendance systems to ensure functionality based on procedures, data fields, and/or VA internal and external policies.
Ability to prepare written documents, reports, and studies that describe HR/Payroll time and attendance processes and systems to justify and negotiate approval of changes to processes relating to management of VA's human capital. Expert knowledge of pertinent laws, and agency policies, regulations, and procedures used to administer one or more complex projects.
Reviews administrative audits and investigates reports relating to HR/PR and employment reporting systems to determine appropriate changes and/or corrective action required. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
Such credit must be requested and approved prior to the appointment date and is not guaranteed.
