This position was established at less than the full performance level for recruitment and training purposes. Upon successful completion of training, demonstrated ability to perform duties at the higher level, and possible audit verification of the level of work performed, the incumbent may be promoted without further competition to the next higher level. The full performance level (FPL) of this position is GS-0343-12.
Incumbent typical work assignments may include the following: Plan, schedule, and conduct comprehensive management studies of organization-wide operations. Draft, update, and coordinate Standard Operating Procedures (SOPs), policy directives, and administrative guidelines. Serve as an advisor to senior leaders by preparing and presenting analytical reports, decision papers, and briefings.
Analyze manpower, equipment, and budgetary allocations to ensure resource utilization aligns with mission priorities. Serve as the point of contact to coordinate program requirements across internal departments and external entities.
Education cannot be substituted for experience at the GS-12 level GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study.
Such study may have been performed on a full-time or part-time basis.
If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.
