The Management Analyst (MA) is located in the Veterans Benefits Administration (VBA) Regional Office (RO). The MA will be responsible for providing qualitative and quantitative assessments of the administrative operations of the VR&E Division, including administrative and technical support on the organization and implementation of standard operating procedures, workload management, allocation of budgets, employee utilization, and resource allocation.
Specific duties include: Develop charts and measurements at various points in the business cycle to identify problem area and inherent weakness in work processes, procedures, information systems and content. Conduct management studies of manpower utilization, work methods, management controls and/or policies and procedures required to assure maximum provision of essential benefits and services. Provide oral reports of project status during weekly management or team meetings.
Recommend solutions to management concerning specific issues or problems. Develop written briefing reports, standard operating procedures, and correspondence to VA stakeholders. Develop information tracking procedures in an automated system. Organize work to ensure work products are submitted by given deadlines. Use computer to create, edit, print, retrieve, or modify files. Maintain data, records, or other information in spreadsheets.
Maintains the Division's contracting files, as per current FAR, VAAR, and VR&E policies. Maintains spreadsheets with contracting and invoicing data for division oversight activities. Independently track Division's budget and produces reports for division management. Work collaboratively with Division managers in providing oversight reporting for office operations. Interactions are courteous, tactful, and professional.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/12.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position. Virtual: This is not a virtual position.
