Job Summary

The incumbent serves as Associate District Director for Administration (ADDA) responsible for the administrative operations of Vet Centers within the Readjustment Counseling Service (RCS) District Zone which consists of 16 to 25 Vet Center teams.

As the highest responsible administrative operations officer, the ADD/A is part of a management team organized for the purpose of providing a collective of therapeutic and community endeavors in a way that achieves maximum effectiveness in each area.

Key Responsibilities

The ADD/A utilizes administrative skills, creativity, and innovation to set the administrative framework to ensure that RCS employees and physical assets provide eligible Veterans, Service members, and their families with high quality, compassionate and effective readjustment counseling services.

The ADD/A provides leadership and managerial oversight in the following areas: Budget Management, Program Administration, Contracting Requirements and Quality and Performance and Human Resources. Budget Formulation and Execution: Serves as the primary Financial Manager, with full responsibility to plan, develop and execute the Budget for the assigned District Zone.

Manages all financial resources to include oversight of financial resources related to staff salaries, Vet Center and District Office space leases, employee travel, contract fee program, operating supplies, equipment purchases, purchase card management, Mobile Vet Center and government vehicle fleet management and all other expenses.

Develops periodic financial reporting and monitoring tools, conducts budget briefings to senior leadership in order to present the fiscal year budget plan and provides ongoing status reports on its execution.

Program Administration: Responsible for administering RCS operations of the assigned Vet Centers pertaining to resource management (financial, real property, manpower, quality and outcomes evaluation) Serves as the Contracting Officers Representative (COR) and/or COR facilitator for contracts. Develops reports and makes presentations to senior leadership related to program outcomes and evaluation.

Formulates and implements major operating policies and plans for effective administration of readjustment counseling service delivery system. Human Resources Management Responsible for workforce management concerning all matters related to staffing, position management, personnel utilization, human resources regulations, merit promotion system, labor management relations and equal opportunity.

Oversees performance management systems for pertinent staff, assisting all supervisors within the District Zone in establishing, maintaining and monitoring effectively the performance management program to plan, monitor, develop, rate and award staff performance. Provides oversight of workforce training and development activities to include planning, coordination and management of learning activities within the District Zone.

Manages a mentoring and coaching program with the supervisors in order to ensure that new employees are well oriented and guided on all aspects of their job assignment. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: Ad Hoc Virtual: This is not a virtual position.
