This position performs a variety of administrative and support functions for the Facilities Management Service (FMS) at VA Ann Arbor Healthcare System (VAAAHS). The incumbent is required to work under minimal supervision and resolve problems associated with the work of the office.
Responsible for data management for the Facilities Management Service which includes the responsibility for contract procurement. Work closely with the professional and technical staff and support services to develop proposals for procurement of equipment, prioritizes their assigned section's needs, and oversees the preparation of all required paperwork.
Serve as the primary Contracting Officer's Representative (COR) on service contracts while serving as the secondary COR on construction and maintenance contracts. Manage the administrative and clinical leases for the VAAAHCS (exceeds 13). Assists the Administrative Officer with budget development and monitoring of fund control points maintained by the Facilities Management Service. Responsible for the Decision Support Systems Reporting.
Will on a monthly basis review the labor mapping for every employee in Facilities Management for the correct cost center, Budget Object Code and percentage of time allocated to insure accurate cost allocation. Responsible for maintaining budgetary controls over fund control points assigned. Monitors fund control point balances. Serve as the primary purchase card holder for the Chief, Facilities Management transactions.
Complies with all the acquisition regulations, both Federal, VA and local to include 8A, small business, Jarvis Wagner O-Day Act, and mandatory sources. Responds to management's need for improved databases, data analysis, and more efficient reporting methods by determining ways to apply computer Capabilities to appropriate work records and administrative operations.
Determines where to obtain data or how to develop data, analyses and presents summaries including graphs and charts. Communicated and coordinates activities between the Facilities Management Service office and other programs within the hospital as well as the network. Coordinates special studies/projects as delegated by the Facilities Management Service leadership to resolve process problems identified by management.
Performs administrative support duties in support of the Facilities Management Service by performing data management auxiliary to the work organization and general office work. Maintains all contracting records which includes procurement packages, applications, evaluations, invoices, and payment information which also includes information validation.
Meets the needs of the customers while supporting VA missions, communicates and treats customers (veterans, their representatives, visitors and all VA staff, in a courteous, tactful and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems dealing with the customer constructively and appropriately.
Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication. Performs the following types of duties: edits and composes letters, reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines and develops standard or form letters and replies to inquiries. Acts as the backup to the Administrative Officer in their absence and attend meetings as their representative.
May be assigned to or appointed to membership on various medical center or VISN committees or task groups. Performs other related duties as assigned.
