Job Summary

Serves as the Western Service Center focal for Air Traffic Organization (ATO) capitalization issues and actions.

Key Responsibilities

Participates in national work groups and efforts to improve national capitalization policy and procedures. Provides training, oversight, and guidance to lower-level analysts in the capitalization program. Serves as liaison to counterparts in other Service Center locations to maintain standardization across the Service Areas.

Works across organizational and functional lines in the ATO Service Area, with Regions and Center Operations (ARC) Logistics organization, and with Headquarters. Tracks and maintains Audit Requests, Joint Acceptance Inspections (JAIs), and Capital Investment Plan (CIP) backlog for the ATO Service Area. Compiles reports on CIP backlog and candidate cap packages, including Contractor Acceptance Inspection (CAI) and JAI.

Analyzes project data to identify and provide solutions to capitalization problems. Recommends improvements to capitalization processes to improve operational efficiency. Applies experience and comprehensive knowledge applicable to capitalization to design and recommend solutions to complex problems.

Provides leadership to lower-level employees who set up projects to prepare for capitalization, including Regional Capitalization Team (RCTs), Delphi maintenance, and asset creation. Provides briefings to the District Offices and other internal and external customers on capitalization processes and procedures.

Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner.

Plans, organizes, and directs team study work and negotiates effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures or may be in conflict with the desires of the activity studied. Performs continuous appraisal of the utilization of command resources in accomplishing program objectives and goals.

Develops new approaches to identifying meaningful workload factors and performance quality levels and determining accurate measurement techniques. Performs other duties as assigned.
