Job Summary

This position is located in the Department of War (DoW), Office of the Secretary of War (OSW), Washington Headquarters Services (WHS) Finance Management Directorate (FMD). Under the general supervision of the Branch Chief, Resources Management Division the incumbent serves as the Travel Administrator for WHS and OSW organizations.

Key Responsibilities

This position is a travel operations analyst, supporting and advising on travel and transportation functions and facilitating communication and coordination between the travel system help desk and various internal and external stakeholders. Incumbent typical work assignments may include the following: Supports the integration of the organization's strategic plan, mission, and values into travel-related initiatives and operational goals.

Communicates assignments, project milestones, and program issues to stakeholders, ensuring clarity around timelines and deliverables. Contributes to workload planning by recommending task distribution based on workflow and skill specialization, and supports team effectiveness by sharing technical knowledge and identifying opportunities for improvement.

Monitors progress on assigned tasks, reviews work for compliance with established standards, and provides input to leadership on operational challenges and training needs. Ensures that policies, procedures, and written instructions are current and accessible, and applies expert knowledge to respond to inquiries on travel regulations, directives, and system functionality.

Educates staff on current procedures and data requirements necessary to align travel requests, authorizations/orders, and vouchers. Offers instruction on Checkbook accounts, ensuring consistency across budget and travel administration functions. Acts as a key point of contact for organizational units, travel administrators, budget offices, and the Defense Travel Management Office (DTMO), ensuring consistent interpretation and application of travel policies.

Requirements & Education

GS-11: Substitution of Education for Experience: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related GS-12: Education cannot be substituted for experience. ARE YOU QUALIFYING BASED ON EDUCATION or A COMBINATION OF EDUCATION AND EXPERIENCE? You must provide sufficient documentation of your education in your resume.

It may also be acceptable to document your applicable course listing in your resume (course number, credits earned, etc.). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
