Job Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Acquisition, Business Operations Division, located in one of the following locations: Washington, DC Ashburn, VA Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.

Key Responsibilities

Joining Customs & Border Protection (CBP), Office of Acquisition will allow you to provide expert advice and analysis to management on various functions and activities of management processes, systems, and mission support programs. This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).

In this Program Analyst position you will become a key team member of Homeland Security professionals involved in performing a variety of planning and programming related functions to include; planning, developing, and executing business and acquisition management resources, procedures, policy, guidelines, and methodologies; evaluating current business management processes and procedures; recommending appropriate actions for use in the execution of acquisition programs; making recommendations to all levels of management; reviewing, evaluating, and planning of planning methodologies and controls, performance measurements, information systems, management techniques and theories, organizational structure, appropriation laws, and policies and directives required for successful program planning and execution.

Typical Work assignments include: Responsible for overall schedule management of the acquisition program's requirements, making changes in their Integrated Master Schedules (IMS) to meet adjusted program milestones and developing and utilizing Schedule Risk Analysis (SRA) in support of the Government Accountability Office (GAO)/CBP schedule best practices.

Utilizing an IMS approach to perform the following duties such as providing the program with an overview of progress and realistic forecasts against a resource-loaded performance measurement baseline, assisting management with optimizing the overall execution strategy of their program, coordinating work flows, and assisting in the decision making process to mitigate risks and resolve challenges on a day to day basis.

Serving as an internal consultant to management on specific business management and organizational development projects such as aligning organizational processes and facilitating new practices, and participating with top management in the development of organizational goals and timetables. Performing a full range of management analysis by applying established analysis principles, concepts and practices to a wide variety of difficult problems.

Serves as a Subject Matter Expert (SME) in policies in assigned areas of responsibilities related to: schedule, trend analyses, and acquisition program forecasting functions. Planning, developing, delivering, and attending briefings, presentations and conferences for supervisors and executive management; ensures accurate and appropriately concise information is available.
