Job Summary

This position is assigned to Navy Wounded Warrior; Casualty Support; Fleet and Family Readiness ; Commander, Navy Installations Command (CNIC); Washington, DC. Incumbent will be responsible for collecting, analyzing, and reporting data used to track, measure, project, and communicate the program's performance and services, as well as writes, updates, tracks, and provides guidance on NWW policies and instructions.

This position serves as a subject matter expert on NWW data analysis and policies.

Key Responsibilities

Duties include but are not limited to: Collects, analyzes, cleans, validates, models, monitors, and reports a large volume of complex data and metrics in order to track, measure, project, and communicate NWW program information. This information will be used in program decision making and program justifications, including in response to Department of War (DoW), Department of Navy (DON), and congressional testimony and inquiries.

Interprets raw data and conducts qualitative, statistical, and quantitative analyses to identify systemic trends, operational gaps, challenges, and opportunities. Regularly monitors and analyzes program data to confirm its accuracy, consistency, and adherence to standards and business rules. Cross-references and validates database of record data with datasets from other sources. Works with NWW region and headquarters staff and database programmers to resolve issues promptly.

Prepares, creates, and delivers accurate and relevant data and analysis for internal and external stakeholders in a clear and concise manner via written and oral presentation decks, briefings, summaries, reports, charts, graphs, and tables. Develops and prepares weekly, monthly, annual, and ad hoc data reports and responds to data calls and taskers using program data collected from a variety of sources.

Recommends, tracks, and reports on program's key performance indicators (KPI). Determines data requirements and develops collection approaches and survey tools. Recognizes and modifies problems with methodology as needed. Designs and coordinates enterprise-wide program surveys, monitors their progress, and analyzes the results.

Designs, builds, and manages an interactive NWW program dashboard that monitors performance, identifies problems, opportunities, and caseload trends, analyzes resource utilization, and enables program leadership to make informed decisions. Serves as the subject matter expert and point of contact for the NWW program database. Grants access to new employees and removes access from departed employees.

Liaises with the database of record database programmer and tracks requested updates to ensure NWW module enhancements are properly implemented and reported database errors are corrected. Validates NWW database compliance with relevant data collection and retention policies. Recommends corrective action when needed.

Ensures database of record captures data relevant to program analysis via a streamlined Region and Headquarters personnel submission process and by hosting database improvement working groups Incorporates database process updates in relevant policies and desk guides and collaborates with the NWW Training Analyst to provide staff training that ensures standardization and compliance.

Leads effort to migrate NWW data to a next-generation database solution that meets operational needs if a new database of record is required. Provides technical assistance to NWW staff on projects requiring data collection and/or analysis. Supports the NWW HQ Quality Assurance Analyst during annual evaluations of NWW Program operations and during externally directed audits and inspections.

Provides relevant data and analysis, analyzes performance, and provides corrective recommendations and training to help staff meet standards. Communicates effectively and professionally with senior military and civilian leadership, and other stakeholders and program staff. Serves as subject matter expert on NWW policies and instructions. Coordinates with NWW Headquarters and Regional program staff to ensure appropriateness and applicability of policy and procedures.

Reviews and analyzes policy utilizing evidence-based practices and advises management on methods and techniques which may be applied to improve the effectiveness and efficiency of NWW Headquarters and Region operations. Supports the Quality Assurance Analyst during evaluations of NWW Program operations and during externally directed audits and inspections.

This includes analyzing policy compliance and providing corrective recommendations; training to help staff meet standards; preparing reports that include findings and corrective actions; and following up with appropriate NWW staff in areas where there are deficits.

Participates in interagency groups and/or committees to identify and implement policy recommendations to improve overall functions and operations affecting Recovering Service Members as they move through all phases of recovery and reintegration, to include transition out of the military to the care of the Department of Veterans Affairs (VA).
