Job Summary

This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of the Chief of Staff (OCoS), serving as a Management and Program Analyst providing expert management and program analysis services to senior executive leadership.

Key Responsibilities

OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. Major Duties: Independently plans and carries out projects, resolving most differences with management and/or stakeholders.

Uses judgment and discretion in determining intent; interprets/revises existing policy and regulatory guidance for use by others (analysts, line managers, contractors). Analyzes interrelated issues of effectiveness, efficiency, and productivity of mission-oriented programs; develops detailed plans/criteria despite conflicting goals.

Isolates and defines unknown conditions, resolves critical problems, and develops new solutions for time-sensitive, often controversial issues (performance reports, decision papers, briefings, Congressional responses). Reviews correspondence for technical and substantive compliance with management and Department policy, analyzing the most controversial/politically sensitive matters.

Reviews all correspondence prepared for OIT Leadership's signature, ensuring consistency with Department policy and assessing impact on other OIT goals. Independently carries projects through to conclusion; completed work relied upon for soundness, accuracy, and adequacy of technical detail with minimal review. This is a non-bargaining unit position.

Work Schedule: Monday - Friday; 8:00am - 4:00pm; Tour of duty may be subject to change based on organizational needs.

Compressed/Flexible: As determined by the Agency Policy Telework: ADHOC, as determined by Agency Policy. Virtual: This is not a virtual position. Remote: This is not a remote position. Physical Demands: The work is primarily sedentary in nature. No special physical demands are required. Working Conditions: Work is typically performed in an adequately lit and climate-controlled office. Occasional travel.
