The ideal candidate will have program evaluation and assessment methodology development and implementation experience in emergency management, working and engaging collaboratively with partners to test theories through data collection, management, and presentation to change agency-level outcomes.
Additionally, the candidate will conduct qualitative and quantitative analysis, stakeholder engagement, and briefing findings to support learning and improvement in emergency management programs.
What will I do in this position if hired? In this position, you will serve as a Management & Program Analyst. Typical assignments include: Engage with headquarters, regional, and field partners to identify stakeholder needs, clarify evaluation questions, and develop data-informed products that support learning from exercises, disasters, and preparedness activities.
Develop and support evaluation methodologies for preparedness priorities and focus areas, including logic models, evaluation questions, indicators, data collection plans, and analysis approaches. Conduct data collection and analysis, including survey development, document review, interview protocol development, qualitative analysis, quantitative analysis, report drafting, and briefing development.
Coordinate with FEMA offices and NED sections to identify available data, understand data limitations, validate findings, and provide context for analyses and recommendations. Track timelines, manage assigned tasks, coordinate with program leads and staff, and support efficient execution of evaluation, analysis, reporting, and decision-support projects.
