Key Responsibilities

The incumbent is a Threat Risk Analyst who is responsible for providing expert analysis in direct support to the IT Hub Coordinator in the detection, deterrence, and mitigation of potential insider threat within the agency and IT Hub Operations by responding to reported insider threat incidents. Assists the Hub Coordinator in detecting, deterring, and mitigating insider threats through established response protocols.

Expert knowledge of analytical and evaluative methods and thorough understanding of Insider Risk Management (IRM) program and how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques to identify the extent of compliance with regulations and rules issued by the Enterprise Threat and Analysis business unit, or in measuring and evaluating program accomplishments.

Plans, conducts and completes a thorough and expeditious research, analysis, and reporting of potential insider threat information of employees, contractors, and any other entity under Service authority to the INT Hub Coordinator. Analyzes behavioral, technical, and contextual data to identify anomalous patterns and potential risks and develop actionable risk mitigation to address identified threats.

Works collaboratively with multiple stakeholders to develop and implement strategies for preventing, detecting, and responding to risks posed by insiders to the IRS national security, sensitive information, and agency's assets. Utilizes Enterprise Risk Management tools, technical capabilities, practices, and policies to analyze and report enterprise risks, and to manage risks according to an enterprise risk management framework.

Reviews and revises Standard Operating Procedures (SOPs) for assessing and mitigating risks associated with trusted insiders. Conducts comprehensive analysis of insider risk management programs to identify trends, vulnerabilities, and opportunities for improvement. Analyzes insider risk data to identify vulnerabilities and recommend actionable mitigation strategies. Applies risk management frameworks to prioritize threats based on severity and potential impact.

Collaborates with stakeholders, customers, and other business units to identify and control risks, using best practices in risk management, applicable regulations, and industry standards.

Requirements & Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
