This position serves as a Data Analyst in the Health Informatics and Connected Care Service at the Loma Linda VA Healthcare system (VHALOM). The incumbent works under the direct supervision of the Supervisory Computer Scientist (Data Science, Informatics) in the Health Informatics and Connected Care Service under the Office of the Chief of Staff. Incumbent will use large databases and complex multi-site, multi-source datasets to create reports, tools, and dashboards etc.
Major duties include, but are not limited to the following: Incumbent serves as an authoritative technical expert and consultant to facility and healthcare group leaders on data management, data mining, and data representation techniques that inform the monitoring, evaluation, and improvement of programs.
Incumbent will advise and participate in the development of health informatics systems that can be used to appropriately monitor clinical care processes, outcomes, and patient safety. Utilizes skillset to design, develop and support the technology infrastructure for the extraction, report interface creation storage, and seamless presentation of clinical and administrative data available throughout VHA.
Based on requests from and consultation with facility leadership, clinical chiefs, and offices, the incumbent develops and designs the methods for data extraction, and data storage, automated execution, maintenance, as well as the data representation and user interface of reports and dashboards, focusing on error reduction, reporting criteria, and usability.
Reports and dashboards will be developed into web applications that are available to a wide audience, including executive leadership, service chiefs, managers, administrative and clinical staff, oversight bodies, and external stakeholders. The incumbent will work with the Health Informatics and Connected Care team to create a repository of reports and tools.
The incumbent develops and implements technical systems for management decision support, process improvement, and data validation. Ensures the accuracy of information delivered including, but not limited to, technical delivery program ownership and accountability. Works with appropriate personnel to design and implement methods of identifying erroneous data and correcting that data.
Interfaces and collaborates with local, VISN, regional and national sources of data, reports, and dashboards to resolve questions related to structure, process, operation, and implementation of projects. Provides expertise in the manipulation and presentation of useful data obtained from VA computerized record systems and assists in assuring the integrity of data.
Identifies system development issues and/or data capture issues including absence of data, quality of data, timeliness of data collection, and automation. Develops plans to address these issues. Monitors changes in clinical and administrative data systems how to revise data extraction and analysis methods for VHALOM reporting tools, as needed.
Incumbent will also be expected to interface and collaborate with counterparts at the VISN and other facilities to share or acquire code for reports that represent best practices.
