The Office of Acquisition, Logistics, and Construction (OALC) directs the acquisition, logistics, construction, and leasing functions within VA. OALC provides innovative, cost effective business solutions that meet the needs of our customers in support of service members, Veterans, and their families.
Major duties include but are not limited to: Serves as a Senior Procurement Analyst and provides expert oversight and risk assessment to the VA Acquisition Community which is designed to improve the acquisition lifecycle framework across the VA; Assists as subject matter expert in the development, implementation, and oversight of the VA Enterprise Acquisition Management Program, a department-wide strategy to improve the acquisition lifecycle from concept of need through program close-out; Develops studies on various aspects of acquisition management, systems, operations, and processes; Resolves complex problems not directly addressed by existing regulations, or which require a decision by higher authority because of significant management considerations; Assembles and analyzes data, coordinates, and prepares reports, and publishes final studies or results; Aids on interdepartmental or interagency acquisition task groups and subcommittees and may lead workgroups for specialized acquisition areas such as those pertaining to the development, implementation, and coordination of acquisition system policies, assessments, and procedures; Conducts reviews and assessments of the effectiveness of directives and regulatory instructions through reviews of reports, correspondence, observations, and site visits; Completes follow-up actions to ensure compliance or resolution of findings and recommendations; Performs oversight activities to assess the efficiency and effectiveness of operations; and Provides technical guidance and assistance to improve the execution of the contracting mission and operations.
