The primary purpose of this position is to serve as a program analyst at the Air Staff level and to provide Air Force IT infrastructure expertise in planning, organizing, and developing planning, programming, budgeting, and execution (PPBE) support of certain major Air Force mission and operational plans.
Applying Air Force Cyber and IT experience, analyzes major Air Force programs to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and attainable supports, within fiscal constraints, for major mission and operational plans. Provides procedural and policy guidance to Air Staff and MAJCOMs.
Develops detailed plans, goals, and objectives for the long-range implementation and administration of major mission and operational programs. Performs ongoing evaluation and analysis of the execution in the planning, programming, and budget actions in support of major Air Force Cyber and IT mission and operational plans.
Analyzes the effect of changes in plans on the PPBE process, developing changes in areas where necessary and preparing justification rationales to support the changes. Actively participates in strategic planning to improve organization direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning.
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial issues, and thereby improve overall defense level planning in areas of assignment.
********************ADDITIONAL INFORMATION FOR ACTIVE DUTY SERVICES MEMBERS******************** ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.
Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
The certification memo must originate from the member's military service branch on official letterhead and contain the following: Name/Rank/Grade of Service Member Branch of Armed Forces Dates of Active Service (Start and End Date(s) Expected Date of Discharge/Release from Active Duty Terminal leave start date (if applicable) Expected character of service (honorable or general) and type of separation (i.e.
separation or retirement) Must be certified within 120 days of anticipated discharge Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
