The primary purpose of this position is to provide program management support/execution of programs assigned to the Plans & Program Branch, e.g., annual Program Objective Memorandum (POM), Military Construction (MILCON), and Non-Appropriated Funds.
Prepares detailed plans, budgets, and schedules for assigned programs and/or participates with management in fiscal planning; responsible for coordinating and integrating Civil Engineer facilities plan and program requirements into the annual Program Objective Memorandum (POM).
Prepares detailed plans and performs workload measurement, documentation, methods and procedures, and benchmarking for substantive processes and functions that are interrelated, to improve the efficiency of the Division and involving its "cradle-to-grave" program execution responsibilities related to facilities planning, programming, design, contract acquisition, construction management, and activation.
Interprets, analyzes, and correlates large amounts of narrative and statistical information about workload and productivity, cost, schedule, performance data, and analyzes data to derive relationships involving system parameters, schedule and cost variation involving the Division's "cradle-to-grave" program execution responsibilities.
Performs substantive information management reviews and/or studies involving "cradle-to-grave" program execution for several engineering teams with interrelated functions and responsibility for multiple and diverse facilities programs and various funding sources.
