THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST-TITLE 5, Position Description Number PDT5615P01 and is part of the KY USPFO, National Guard.
As a PROGRAM ANALYST-TITLE 5, GS-0343-9, you will develop plans and procedures for validating unit/activity accountability and inventory certifications. Evaluate the effectiveness of unit programs and processes in meeting their established goals and objectives. Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
Plan, coordinate, and execute steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Plan and accomplish evaluations using evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation. Review audits and reports to determine accountability trends to develop scope of review and recommendations to improve processes and corrective actions.
Measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Perform inventories of unit equipment and supplies and analyzes requisition data to determine causes of any discrepancies. Develop cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
Provides leadership with assessments of the unit's ability to conduct unit logistics operations and account for federal property. Develop processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Note deficiencies, identify necessary resources, and recommend corrective action.
Recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review. Coordinate with other logistics sections within the USPFO and JFHQ to resolve technical problems concerning supply and equipment authorizations and accountability.

Substitution of Education for Specialized Experience: To qualify for GS-0343 Title 5 Excepted Service positions, on the basis of completed graduate education listed below. Master's or equivalent graduate degree -OR- 2 full years of progressively higher level graduate education leading to such a degree -OR- Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level.
You must combine education in excess of a 1 full year of graduate level education with specialized experience that equals 100% of the qualification requirements. To receive credit for education, you must provide OFFICIAL transcripts for validation.
