The Program Analyst position is located in the Department of Veterans Affairs, Veterans Health Administration at the San Diego VAMC in the Health Administration Service. The primary purpose of the Program Analyst is to provide administrative, analytical and operational support primarily to the Chief and Deputy Chief of the Service, under general direction of the Administrative Officer.
Program Analyst duties include, but are not limited to: Serve as a liaison between the service and Human Resources. Enter recruitment packages and Human resources actions. Provide training to supervisors on hiring practices. Manage contracts and work directly with Contracting Officers, vendors, and/or Sections Chiefs/Managers in regard to contract specifics.
Perform market research, writes statement of work, prepare and submits procurement packages regarding solicitation of new and/or renewal of contracts. Versed in procurement emphasis programs e.g. Veterans, Small, and Disabled Business. Gather/organize narrative and statistical information e.g. questionnaires, interviews, databases, comparisons of past, present, and/or related project functions.
Perform analytical and evaluative work of programmatic aspects of organizational operations and/or management. Review administrative processes to identify procedural problems i.e. duplication/overlapping of clerical functions or the need for revision of program procedures. Formulate recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.
Analyze and/or evaluate the effectiveness of program operations in meeting the established goals and objectives. Prepare reports detailing data collection efforts i.e. using tables and/or graphs to display statistics on patients, staff, and clinic operations.
