Job Summary

The VA Northeast Ohio Healthcare System is recruiting for a Program Specialist. The Program Specialist will serve as the Fisher House Assistant Manager and will function in Patient Care Administrative Service.

Key Responsibilities

Duties of the Program Specialist include but are not limited to: Participates in the development, establishment, and implementation of operational policies related to the eligibility, admission, length of stay, behavior standards for guests, cleanliness and state of report of the facility. Provides support to community, guest, patient, military liaison, and clinical staff inquiries regarding policies, procedures, and standards.

Participates in activities that ensure the facility is in compliance with health, safety, privacy, and sanitation rules and regulations. Conducts special studies or reviews. Assists with the financial and managerial processes involved with the Fisher House and Hoptel lodging programs. Reviews budget status and controls and makes necessary spending adjustments. Coordinates and supervises volunteers.

Coordinates Fisher House events and supply management, both of which require knowledge and understanding of appropriated and non-appropriated accounts, to include general post funds. Executes training plans for Fisher House staff based on the direction of the Fisher House Manager. Participates in Fisher House outreaches both internally at the VA medical Center and externally at community events.

Acts as the Fisher House Manager's designee and provides technical supervision to Fisher House staff in the absence of the Fisher House Manager. Assist the Fisher House Manager with monthly lodging reports to report to facility leadership and the National Program Office.

Assists in the technical supervision of contracted Housekeeping staff & Security staff based on the direction of the Fisher House Manager Participates in meetings with contractors when requested by the Fisher House Manager. Operates as a purchase cardholder & alternate approving official for supply chain and operational needs. Participate in meetings with non-profit and volunteer groups to address Fisher House needs and coordinate events.

Performs other duties as assigned by the Fisher House Manager . Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Sunday & Tuesday, 8:00am - 6:00pm and Wednesday & Thursday, 10:00am - 8:00pm, (Schedule may differ during initial training period.) Compressed/Flexible: Available Virtual: This is not a virtual position.

Position Description/PD#: Program Specialist (Fisher House Assistant Manager)/PD91080O and PD91081O Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Permanent Change of Station (PCS): Not Authorized NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).

It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service.

HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.

HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students.

HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
