Key Responsibilities

This position serves as a Program Specialist at the National Audio-Visual Conservation Center (NAVCC) in Culpeper, Virginia. The position is within the Administrative Office, NAVCC, Researcher Collections and Services (RCS), Library Collections and Services Group (LCSG), at the Library of Congress (LOC), and reports to the Administrative Officer. The position serves as the focal point for acquisition procedures and contract management and related issues and analysis.

As the Program Specialist, you will: Monitor Division contract administration including regulatory and statutory provisions through conversations, correspondence, and reports. Monitor status of contract performance, including the completion of required work, payments; change orders, other modifications, and closeout. Propose solutions and verify required actions are completed. Plan, coordinate and conduct contract administration activities for all contracts.

Perform administrative functions servicing and/or fulfilling several organizational administrative requirements, including inventories. Provide information on contract procedures to contractors, to officials of the Library, providing appropriate advice and guidance. Plan, initiate and coordinate contract administration activities for assigned contracts.

Responsible for completing and coordinating acquisition packages, bid evaluations, contractor vetting and badging, exercising options, oversight and review of the contractor's work performance, initiating contract modifications, and monitoring financial aspects of contract. Manage communications with contractors and monitors contractor execution and performance. Review delivery schedules, travel plans, financial statements and budget.

Ensure contract issuance and modifications; negotiate change, exercise options, investigate and resolve contractor delays, and issues cure notices and/or show just cause letters evaluating contractor performance. Participate with the primary staff of the serviced organization in developing and organizing policies and programs and other related concerns for program management.

Participate in the development of new plans, schedules, or methods to accommodate changing program requirements. Assist in developing, organizing, and implementing functional short- and long-range plans. Estimate resources required. Revise program operations for consistency with strategies and program emphasis. Participate in general management reviews. Conduct functional inspections for compliance with policies, plans, regulations, and work planning.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Flexitime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
