Job Summary

This vacancy is for a Program Specialist, GS-0301-14, located at the Coast Guard, Deputy Commandant for Operations, Assistant Commandant for Prevention Policy, Director of Inspections and Compliance, Office of Port and Facility Compliance (CG-FAC) in Washington, DC.

Key Responsibilities

You will serve as a Program Specialist and be responsible as an advisor to managers on port and facility safety compliance, including the development of agency policies, procedures, standards, and training for waterfront facilities, the container safety program, alternative fuels, and dangerous cargoes, as well as coordinating with other agencies responsible for port and cargo safety. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Acting as an expert on alternative fuels (as marine fuel) and cargoes, (e.g., liquefied natural gas, methanol, ethanol, ammonia, hydrogen, biofuels, etc.), alternative fuel bunkering, and Waterway Suitability Assessments. Assisting with the development and implementation of advanced strategies, positions, and standards that cultivate International Maritime Organization safety, security, and environmental protection standards.

Overseeing staff to formulate policy and prepare national positions papers on those policies for presentation in National and International settings. Planning, organizing, and carrying through to completion risk-based frameworks, policy and guidance, training initiatives, and collaboration with external stakeholders. Maintaining the office budget and facilitate the development of annual spend plans.

Developing standardized documentation and guidelines for stakeholders to update the FAL Convention with amendments and new standards.
