Job Summary

This position is located in the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, headquartered in Rockville, Maryland. This announcement will close at 11:59 PM, on the day that 150 applications have been received.

Key Responsibilities

As a Public Health Advisor, you will: Lead the planning, development, implementation, and oversight of complex public health grants, contracts, and programs by serving as a senior Project Officer, coordinating with federal, state, local, and international partners, and ensuring compliance with statutory, regulatory, and funding.

Provide senior-level public health program leadership and strategic consultation by analyzing public health systems and program operations, developing program plans and performance measures, evaluating data quality, and recommending improvements to advance national public health initiatives.

Develop and implement public health communication, education, and outreach strategies by creating health messages and educational materials, conducting training for health professionals, establishing partnerships with stakeholders, and promoting public awareness of mental health and substance use initiatives.

Evaluate program performance and represent the organization on complex public health issues by conducting compliance reviews, recommending corrective actions, assessing legislative and policy impacts, preparing reports and testimony, and representing the program on interagency committees, task forces, and professional organizations.

Draft testimonies, policies, responses to inquiries, and/or financial statements for use in hearings and executives reviews, and to address concerns by grantees, contractors, and other concerned citizens.

Requirements & Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
