This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer (OCRSO). The primary purpose of this position is to serve as the technical authority and is responsible for the utilization, disposal, public domain land use, and outgrant functions for real estate holdings for Department of Homeland Security (DHS). Non-BU: This is a non-bargaining unit position.
As a Realty Specialist, GS-1170-13, your typical work assignments may include the following: Providing technical guidance on complex matters such as whether to dispose or rehabilitate an older, possible historically significant building to various DHS components with diverse mission, other federal agencies, and local governments, Headquarters, and Congressional staff.
Preparing agreements for relinquishment of property to BLM, transfer of property from/to other Federal agencies, exchange of property with non-federal owners, and execute legislatively mandated transfers.
Conducting complex negotiations on properties that may not be appealing to mission activities if they require major repairs or environmental remediation for which mission activities lack funding to complete and with key stakeholders in disposal process including local governments, other federal agencies, and non-profit organization that are often at odds over how to dispose of properties.
Serving as a technical consultant for resolving difficult problems in managing and/or out granting of real property that involves political interest, community opposition, and unusual types of properties. Conducting negotiations with representative for other Departments, state, and local governmental authorities, representative of corporations, and private individuals.
