The Kansas City VA Medical Center is recruiting for Registered Nurse Chief Health Informatics Officer (CHIO) functioning as an administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability. The CHIO supports the integration and collaboration of all professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals.
The Registered Nurse Chief Health Informatics Officer (CHIO) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.
Health Informatics (HI) is a multidisciplinary and integrative field that focuses on health information management and information technology (IT) in support of health and health care. This position establishes a formal informatics leadership presence at the facility level.
The CHIO should demonstrate the following core informatics functions at the intermediate to advanced proficiency level to include content management, application support, health information technology system optimization, enterprise data management, business architecture management, partnership management, requirements management, and change management.
The major duties and responsibilities of a Registered Nurse Chief Health Informatics Officer (CHIO) include but are not limited to: Collaborates with interdisciplinary team members, including other program and service leaders at the facility and Veterans Integrated Services Network (VISN). Relates effectively with customers, families, and the community as well as program and service leaders at the local and VISN levels.
Assists the executive leadership team with healthcare operations and the functions and activities expected of them. Contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of Veteran care. Establishes and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide.
Leads organizational change, fostering collaboration, communicating effectively, and managing large scale projects related to clinical information systems. Evaluates how clinical information systems impact users and patients, promotes clinical adoption of systems, and acts a catalyst for change.
Oversees strategic planning, resource allocation, policy implementation, and decision-making methods within the health informatics service line (i.e., via co-chair role of the HI Integrated Governance Body). Ensures the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system.
Applies statistical, machine learning, visualization, inferencing and other techniques to enable decision support ranging from the point of care to enterprise-wide population management. Evaluates and supports facility-wide patient care delivery programs, policies, guidelines, and procedures that describe and guide how patients' health care needs are assessed, evaluated, and met.
Endorses and upholds national policy that promotes optimal and competent health care practices in all settings to address social and health inequities. Cultivates and maintains effective relationships with key partners and stakeholders, demonstrating a strong collaborative management style with creative thinking that impacts HI from the VHA Central Office level through the VA Medical Center level.
Utilizes innovative practice patterns and specializations to continuously develop the informatics role and associated competencies, aligning it with the strategic needs of the organization. Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates; leveraging project management principles and environmental assessment to drive adoption of change.
Evaluates and identifies necessary changes to optimize clinical workflows and the health IT system, certifying that the VHA EHR operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing and improvement of the system.
Promotes fundamental information system concepts, including the life cycle of information systems, the constantly evolving capabilities of information technology and health care, and the technical and non-technical issues surrounding system implementation.
