Job Summary

The VA NY Harbor Healthcare System is seeking a Quality Management Consultant Registered Nurse to lead efforts to improve patient care quality across the Brooklyn, Queens, and New York, New York Medical Centers. This person will track results across the Medical Centers and all off-site locations by collecting data, monitoring compliance, reporting trends, and helping staff design and run the quality management program.

This position requires flexibility in schedule and assignments locations.

Key Responsibilities

The Registered Nurse Quality Management (QM) Consultant will run a full clinical review program that covers risk management, patient safety, utilization review, accreditation readiness, and the External Peer Review Program (EPRP). The role calls for strong leadership, planning, and communication skills, and supports the facility's efforts to build a culture of safety.

The QM Consultant will also work closely with other key team members, including the Patient Safety Manager, Risk Manager, Utilization Review Specialists, EPRP Liaisons, Patient Advocate, Infection Control Practitioner, Credentialing Specialists, Regional Counsel, and the Quality/Performance Manager. Functions or Scope of Assigned Duties: Demonstrate experience and creative approaches to improving quality-of-care outcomes.

Assume responsibility for documented outcomes at the program or service level that are broad, complex, and impactful. Oversee quality management program area activities for the Medical Center and all off-site locations. Collect data, monitor staff compliance with policies, directives, and standards, and provide reports detailing trends.

Provide direct staff support for planning, designing, integrating, implementing, modifying, and administering a comprehensive quality management program. Participate in facility councils, committees, and workgroups. Execute leadership, detailed planning, professional communication, and innovative improvement of safety and healthcare program development. Organize priorities and model High Reliability Organization (HRO) practices to sustain a culture of safety.

Apply specialized principles and practices to ensure a systems approach to healthcare delivery within the Veterans Health Administration (VHA). Support facility leadership with planning, organization, development, direction, and evaluation of the quality program. Direct a comprehensive, integrated clinical review program with mechanisms for assessing performance and ensuring safe, professional care of patients. Initiate appropriate responses to clinical review findings.

Support the risk management and patient safety programs, utilization review program, accreditation readiness program, and coordination of the external peer review (EPRP) program. Provide oversight for EPRP reviews, accreditation readiness activities, occurrence screens, and peer reviews. Support patient incident reporting and review appropriateness and timeliness of clinical services provided to patients.

Contribute to the design and management of the facility's Quality Improvement Program and perform duties specific to the Quality/Performance Management section.

Collaborate as a member of the Integrated Utilization Review/Patient Safety/Risk Management Team with internal partners such as Patient Safety Manager, Risk Manager, Utilization Review Specialists, EPRP Liaisons, Patient Advocate, Infection Control Practitioner, Credentialing Specialists, Regional Counsel Office, and the Quality/Performance Manager. Additional duties as assigned.
