This position performs duties as Assistant Chief Accountant for the Accounting Section in Finance Service at South Texas Veterans Healthcare System (STVHCS) and has full responsibility for the accuracy of financial records.
The scope of authority and responsibility of the position covers a complex and diverse system of fully integrated proprietary accounting, budgetary accounting and planning, cost accounting and revolving fund and trust fund accounting at the field station level.
Responsible for interpreting and adhering to fiscal law, rules, regulations, policies, and procedures pertinent to accounts receivable matters. Works independently on assignments or projects that require application of VA generally accepted principles, practices, and theories of accounting. Works closely with Section Chief on designing automated systems to facilitate the processing of accounts receivable.
Performs reviews, analyses, and prepares special reports relating to specified program activities. Responsible for the accurate recording of financial information into the IFCAP, FMS, and online, real-time computer-oriented systems. Responsible for adapting to new financial systems and utilizing tools, such as macros, to promote efficiency and accuracy. Assists management in developing accounting structure and participates in end of fiscal year closeouts.
Makes day-to-day decisions regarding unusual and complex accounting transactions, and when necessary, provides alternatives through sound application of professional knowledge of the accounting system. Reviews the work of accounting staff to assure accuracy and conformity to policy and procedures. Collaborates with section Chief on establishing section policies and procedures. Research, troubleshoot, and adapt to new processes to improve quality and efficiency of operations.
Cross-train with other Accountants within the section and is required to provide backup coverage of any employee within the section should the need arise. Performs other duties as assigned. Knowledge of accounts receivables, billing, and collections.
