This position is located within Research Service of the Ralph H. Johnson VA Medical Center. The Research and Development Program at this Medical Center has in excess of $30 million per year of funded studies, including Biomedical Laboratory Research, Clinical Sciences Research, Rehabilitation Research, Health Services Research and Cooperative Studies Research. The Budget Analyst position is involved in the administration of fiscal aspects of the program.
The Supervisory Budget Analyst duties include but are not limited to: Formulates, justifies, presents, and executes the Research Service budget; Prepares required procurement documentation for equipment, contracts, and services, including purchase justifications, vendor information, and applicable information technology documentation; Reviews, analyzes, consolidates, and revised budget estimates, justification statements, and budget execution plans; monitors expenditures and identifies trends toward over-or-under obligations of funds; Coordinates the procurement and management of information technology, equipment, and material resources in accordance with established acquisition and logistics requirements; Assists the AO and ACOS for R&D and Research Investigators in areas of human resources management for the service; Develops and monitors long-range budget plans, including detailed estimates and narrative justifications, and plans for the effective use of funds to support major Research Service programs and activities; Interprets and applies principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; including data modeling, earned value management, and evaluating key financial indicators, trends, and historical data; Coordinates equipment and supply requisitions and works with universities, non-VA government agencies, and other organizations on funding, contracts for special services, consultants, costs, overhead, and the definition of work to be performed; Builds and manages workforce based on organizational goals, budget considerations, and staffing needs; Monitors Research Service budget plans, funding levels, and account balances to ensure funds are appropriately managed and expenditures remain within authorized funding levels.
