Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Admissibility & Passenger Programs, Trusted Traveler Programs located in Washington D.C.
The Trusted Traveler Programs (TTP) office within U.S. Customs and Border Protection's (CBP) Office of Field Operations oversees the administration, operations, innovation, and policy for programs designed to expedite customs processing for pre-approved, low-risk international travelers.
Trusted Traveler Programs engages with the Field to support their management of CBP Enrollment Centers and the various enrollment and arrival processing options, provide training, guidance, and resources. TTP leverages technology to enhance the traveler's experience and create arrival processing efficiencies while ensuring the highest security standards.
Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security.
This position starts at a salary of $147,899.00 (GS-14, Step 1) to $192,275.00 (GS-14, Step 10) with promotion potential to $192,275.00 GS-14Step 10). Salary above includes Special Rate for Customs and Border Protection Officer positions in the Washington-Baltimore-Arlington, DC-MD-VA-WV-PA locality pay area.
Typical work assignments include: Overseeing thorough program evaluations to assess the effectiveness and efficiency of Trusted Traveler Program and related CBP operations, working with CBP leadership and stakeholders to create, formulate, and write policy as well as implementing new policies and procedures that enhance the security and efficiency of CBP operations.
Directing comprehensive liaison duties within the field to strengthen effective communication and involvement across Field Offices, Ports of Entry, and TTP Enrollment Centers. Maintaining operational and situational awareness of current and emerging threats through the use, application, and fusion of automated databases, open-source reporting, media, and communication networks.
Leading strategic planning initiatives to address complex programmatic challenges for Trusted Traveler Programs, including workforce staffing models, facility needs, technology integration, and contingency planning for high-impact events. Supervising subordinate supervisors across a variety of functional areas engaged in enforcement, administrative, and technical work.

Administrative Secondary CBP Officer (CBPO) Special Retirement Coverage (SRC) Requirement: This position meets the definition of secondary administrative CBPO SRC under the laws and regulations defined in 5 U.S.C. 8331 (31), Civil Service Retirement System (CSRS) and General Provisions for CBPO defined in 5 U.S.C.
8401(36), Federal Employees Retirement System (FERS). The criterion is that knowledge, skill and ability in a position deemed to meet primary CBPO SRC is a mandatory prerequisite to satisfactorily perform the major duties and responsibilities of this job. The conditions for coverage of a secondary position are contained in 5 C.F.R. § 831.1604 for CSRS and 5 C.F.R. § 842.1003 for FERS. As defined in 5 C.F.R.
§ 831.1602 CSRS and 5 CFR 842.1002 FERS, to be eligible for this secondary administrative CBP) SRC position you must have permanently served in a primary CBPO SRC position, e.g. Customs Inspector, GS-1890; Immigration Inspector, GS-1816; Canine Enforcement Officer, GS-1801; or CBP Officer, GS-1895.
