Job Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment.

Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Key Responsibilities

The incumbent has full supervisory responsibility of the Blood Bank, and accessioning areas in the West Palm Beach VAHCS. This facility is considered a complexity index group 1 laboratory that performs at least 1 million Standard Billable Tests annually (reported to the Laboratory Management Index Program). The incumbent supervises a staff of nonsupervisory personnel including at least one GS-12 subordinate. Also directly accountable to the Laboratory Manager, P&LMS.

The incumbent works independently; supervision is mainly advisory in nature The incumbent provides first line supervision to laboratory sections (Blood Bank, Accessioning). The incumbent communicates with the evening and night shift staff members and supervisor following the established hand-off policy.

Duties Include, but are not limited to: Oversee a broad range of laboratory procedures including testing and tasks of the Clinical Laboratory Scientist and Medical Technician occupations in the Blood Bank/ Accessioning areas which include the areas of lmmunohematology, Therapeutic Phlebotomy, and Accessioning. Plan and schedule on-going work. Adjust staffing levels or work procedures.

Responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance. Assure corrective action is initiated when test performance deviates from established performance specifications. Implement and monitor quality management activities. Perform the full range of supervisory duties. Recommends appointment, plans, and assigns work, gives advice and counsel, and evaluates work of subordinates.

Develop analytical methods and quality control procedures for new tests as they are introduced to the section. Modifies existing procedures as testing requirements change. Determine requirements for and evaluates statistical information to determine quality control parameters and establish acceptable ranges for each parameter. Participate in quality assurance efforts by identifying quality improvement indicators for section and laboratory overall operations.

Develop a system to monitor indicators so as to effectively identify problem and/or potential problem areas. Recommend and implements corrective actions when indicated so as to improve patient care efforts of the P&LMS. Review quality control procedures for all section testing by designing and implementing check systems to ensure accuracy of analytical systems. Develop and implement procedure manuals (SOP) and record keeping systems (e.g.

specimen accession and retention, instrument maintenance, quality control results, patient results) to assure compliance with standards as required by laboratory accrediting agencies (CAP, JC, AABB, FDA). Review regulatory compliance requirements (CAP, AABB, FDA, Joint Commission standards, Patient Safety Goals) and implements policies and procedures to assure continuous compliance. Organize work and sets priorities to meet deadlines.

When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
