The purpose of this position is to serve as a Contract Specialist for the US Department of Veterans Affairs with the responsibility for performing professional work involving procurement of supplies and services using procedures outlined in the Federal Acquisition Regulations, VA Acquisition Regulations, Public Laws, and agency policy. Major Duties and Responsibilities: Supervises employees at GS-05 through GS-13 levels. Provides work assignment and review, as well as administrative and personnel management functions relative to the staff supervised. Hears and resolves group grievances or serious employee complaints; reviews and approves serious disciplinary actions (e.g., suspensions) involving nonsupervisory subordinates.
Identifies technical and generalized education and training requirements for subordinates to include oversight of Contracting Officer Representative training and Specialized training for contracting staff. Provides direction to the teams in selection and application of appropriate problem-solving methods and techniques. Trains subordinates in methods and techniques of performing contract actions and provides or arranges for specific administrative or technical training.
Executes operational mission through acquisition support consisting of several multifunctional teams. Assists in the development of new and innovative procedures and policy to improve efficiency, quality, and effectiveness. Responsible for ensuring performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships.
Ensures coordination and development, through creation and management of Integrated Product Teams (IPTs), of facility level contracts, multi-facility and VISN Level contracts for supplies, services, and equipment. Supports development and execution of customer satisfaction surveys to ensure continuous improvements within the acquisition organization. Work Schedule: 8:00AM - 4:30PM Compressed/Flexible: Available Telework: This position may be authorized for ad hoc telework.
Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA Employees that are already subject to the return to in-person work mandate in their current position. Applicants without an existing assigned VA Staff Office must be located within 50 miles of a VA-owned or leased space. This is not a remote position.
Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
