This position is within the Office of Research and Development (ORD) within the Deputy Chief Research and Development Officer (DCRADO) for Enterprise Protections, Regulatory, Outreach and Systems (EPROS) and reports to the Director of Research Central Policy and Regulatory.
MAJOR DUTIES: Manages the Office for Research and Development (ORD) privacy program in support of research involving VA information, including research involving non-VA extramural partners. Provides consultation and subject matter expertise for ORD privacy requirements, records control, and information sharing.
Develops ORD information privacy and records retention policies, assessing policies for revisions and recertification, and staffing as well as coordinating policies through agency review processes. Leads the conduct of privacy-related reviews for protocols under VA Central Institutional Review Board ( IRB) and other IRB review, as well as post-approval compliance eviews of privacy-related monitoring, audit and incident reports.
Develops and delivers training content for the VA research community, extramural partners, and other stakeholders in the design and conduct of VA research to ensure compliance with applicable privacy laws and policies. Evaluates information systems and data sharing for research to assess confidentiality protections, risks to privacy, and sufficiency of safeguards.
Establishes guidelines and performance expectations for subordinate staff, by establishing performance plans, observing staff performance, recognizing staff, ensuring continuity of operations, and conducting performance evaluations. Coordinates and provides professional development and position specific training and education for subordinate staff.
Performs administrative functions for office staffing in support of the VA, VHA and ORD missions, including position description development, recruitment and selection, compensation and market analyses, EEO and safety compliance, and position classification.
