NCPS is a complex VHA national program office having direct impact at Central Office, Network, facility, and frontline levels. The incumbent serves as Chief of Recalls within Veteran Safety Oversight, Enterprise Solutions (Engineering) value stream of NCPS and is responsible for the management, oversight, and continuous improvement of VHA-wide medical device and medical product recall systems for which NCPS serves as the responsible program office.
Independently communicates with staff of other national VHA program offices, VHA VISN and facility leadership, service chiefs, and other key officials within or outside of the VHA to define requirements, obtain information, negotiate for services, and to clarify issues. Assignments frequently involve longterm planning, identifying system-wide issues, developing policies, procedures, and practical solutions, and coordinating implementation of improvement strategies.
Advises on the allocation of resources to support program activities and ensures that efficient use of same. Organizes and leads change at NCPS to respond to national goals and priorities, and actively participates with NCPS's leadership team in the formulation and implementation of policies and procedures. Oversees, directs, evaluates, and monitors all Recalls program activities and makes substantive recommendations for program improvements.
Ensures effective use of Recalls staff and recommends needed changes to enhance support services and meet organizational requirements. Provides expert advice and technical assistance to managers and supervisors in a wide variety of areas. Resolves sensitive problems involving planning, management, communications, and control in relation to manpower and material resource utilization, objectives, and policies of the NCPS.
Incumbent prepares recommendations, based on legislation, that change the way the Recalls and other patient safety programs operate. Using extensive knowledge of VHA programs and operations, the incumbent interprets national policy and negotiates and reconciles conflicting interpretations and differences among stakeholders. Develops new or modified policies if necessary and ensures their implementation nationwide.
Provides leadership to and directs the Recalls staff in evaluating the impact of a recall and communicating corrective actions to be taken by staff at appropriate VHA facilities. Recalls include those issued by the Food and Drug Administration (FDA) and those originating within VHA.
Depending on the nature of the recall, and the potential harm to patients, this may include a recommendation for patient notification and may also lead to the development by NCPS of a VHA Patient Safety Notice, Alert or Advisory. Monitors internal VHA and external sources (e.g., FDA, Defense Logistics Agency, Vendor/Manufacturer, etc.) for information that could potentially impact patient safety.
Researches, classifies, and prioritizes potential recall information to determine dissemination method and what entity within VHA will have responsibility for implementing required actions. Creates and issues recall notices that do not require clinician action directly from NCPS to the field for action. Notices mandate actions that must be taken by the field to safeguard the life or health of VHA patients.
Coordinates notification within VHA, up to and including Remove from Use (RFU) Recall actions. Ensures and oversees field compliance monitoring, trend analysis, report management, user management and training.
Advises the Director for Veteran Safety Oversight, Enterprise Solutions, NCPS executive leadership and VHA executive leadership on product recalls that may require patient notification or additional follow up care and coordinates with other VHA personnel and managers as needed to provide the best possible outcome for VHA patients.
Serves as the primary point of contact between NCPS, the VHA Office of Quality and Patient Safety, and the National Acquisition Center and the VHA Office of Clinical Logistics in matters regarding the removal of identified medical devices and products. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
