Job Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Marine and Aviation Cyber Center (MACC), with two vacancies in Silver Spring, MD.

Key Responsibilities

As a Supervisory IT Specialist (INFOSEC), you will perform the following duties: Oversee the procurement, development, integration, modification, operation, maintenance, and disposal of a Federal Information Security Modernization Act (FISMA) system in accordance with National Institute of Standards and Technology (NIST) 800-12.

Conduct system security evaluation and ensure the rigorous application of information security and information assurance policies, principles, and practices in the delivery of all Information Technology (IT) services. Conduct risk and vulnerability assessment of planned and installed information systems to identify vulnerabilities, risks, and protection needs.

Apply the Risk Management Framework (RMF) as it applies to Federal Information Systems and analyze and determine the Risk Mitigation process. Perform a full range of supervisory functions, including developing and evaluating performance standards, giving advice, counsel, or instruction to employees. Make or approve selections for subordinate positions and identify training needs.

POSITION REQUIREMENTS: Applicants must possess the following two certifications: A current Certified Information Systems Security Professional (CISSP), also known as (ISC)2, AND a Global Information Assurance Certification (GIAC) Certified Incident Handler (GCIH).

Certified Information Systems Security Professional (CISSP) is an independent information security certification granted by the International Information System Security Certification Consortium, also known as (ISC)2 Global Information Assurance Certification (GIAC) Certified Incident Handler (GCIH) The GIAC Incident Handler certification validates a practitioner's ability to detect, respond, and resolve computer security incidents using a wide range of essential security skills.

GCIH certification holders have the knowledge needed to manage security incidents by understanding common attack techniques, vectors and tools, as well as defend against and respond to such attacks when they occur. Incumbent must have a current or past System Owner designation of a Federal Information Security Modernization Act (FISMA) system.

CONDITIONS OF EMPLOYMENTS: Ship sailing and aircraft flight time supporting platform IT infrastructure, applications, or sensor instrumentation during mission operations. This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14.
