This vacancy is for a GS-0343-12/13, Supervisory Management and Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, USCG AVIATION TECHNICAL TRAINING CENTER ELIZABETH CITY in ELIZABETH CITY, North Carolina.
You will serve as a Supervisory Management and Program Analyst and be responsible for planning, management, integration and operation of the human performance cycle at ATTC Elizabeth City to include training; tactics, techniques, and procedures (TTP); and doctrine support. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
Typical work assignments include: Key member of Executive Steering Committee who works with the Training Division Officer to strategically plan Training Division's future. Strives to move the division's operational and administrative capacity toward producing something the public values now and is likely to value in the future.
Routinely leads or serves on inter-& intra-agency integrated process teams and work groups tasked with analyzing organizational performance gaps, developing/ revising standard operating procedures and policies, & reviewing opportunities for efficiency & effectiveness.
Applies advanced military and civilian HR expertise; procurement and property skills, and conflict assist resolution skills to assist supervising eleven direct report employees (4 GS-11 s, GS-9s) and 7 and a total subordinate staff of over 130 military, civilian, and contract personnel.
Plans total instructional support requirements for complete instructional programs to be utilized by command, component, or international customers including funding, equipment, manpower, instructional materials, training aids and devices, and facilities Maintains Training Division standardization and evaluation program. Uses existing schema to measure the effectiveness and efficiency of the Training Division's activities.
