The position is located in the Office of Research and Development (ORD). The position develops and applies new concepts to solve complex problem in VA Research in areas such as finance, human capital, operational processes, and non-research regulatory analysis. The position ensures compliance with established financial policies, directives, and procedures established within VA, and other governing policies.
Major Duties: Develops plans and manages the execution of long- and short-term projects and programs and contributes to solving the strategic and tactical challenges for the ORD. Provides program management oversight for assigned programs, projects, and studies in the research enterprise portfolio. Serves as a key leader, advisor, planner, and strategist for VA's research business program/project management and operational process improvement.
Develops and/or assists in the study, analysis, project execution of workforce planning, business metrics, policy and procedure improvements and other ORD planning and management activities. Coordinates and develop responses to customer requests for proposals, prepare customer contracts, and develop business case analysis. Perform the administrative and personnel management functions relative to staff supervised.
