This position is to mange all Veterans Transportation Services (VTS) and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.
Major duties include but are not limited to: Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area; Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes; Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.); Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures; Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations; Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters; Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance; Provides consistent and effective outreach to community transit authorities; Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports; Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities; Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.; Work Schedule: Monday-Friday 8:00am-4:00pm Telework: Ad-hoc only.
