Job Summary

The ideal candidate is a strategic, mission-focused program and technology leader with experience aligning enterprise data, cybersecurity, cloud, and operational requirements across organizational boundaries. They can translate complex programmatic needs into actionable project plans, coordinate senior-level stakeholders, manage competing priorities and resources, and establish governance structures that improve program effectiveness.

Key Responsibilities

What will I do in this position if hired? The candidate should be comfortable serving as a liaison between technical and mission offices, supporting modernization initiatives, and guiding teams through secure, scalable implementation of enterprise data and AI-enabled capabilities. In this position, you will manage and supervise a team of analysts and technical specialists, including planning and scheduling work, setting priorities, and evaluating performance.

Typical assignments include: Leading cross-functional program and technology initiatives involving OCIO, data, mission, regional, headquarters, and stakeholder teams to evaluate, plan, and implement enterprise data, cloud, AI, and mission-support solutions that improve program effectiveness.

Translating complex technical, programmatic, and resource requirements into project plans, milestones, schedules, governance processes, and resource strategies to support secure and effective enterprise implementation.

Advising senior leadership on program performance, technology modernization, data integration, cybersecurity alignment, system governance, resource impacts, and implementation risks, including the potential effects of proposed program or funding changes Coordinating and overseeing secure development, testing, deployment, adoption, and continuous improvement activities for scalable enterprise systems and mission-focused technology solutions, resolving barriers and recommending improvements to policies, processes, and program operations.

Establishing and maintaining relationships and data sharing agreements with stakeholders. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
