Job Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance, Programming and Investment Analysis Directorate, location is negotiable upon selection in either Washington DC or Indianapolis, IN. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.

Key Responsibilities

This position is located in the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Finance (OF) and reports directly to the Chief Programming Officer (CPO). The Deputy Executive Director (DXD), Programming, serves as the Supervisory Program Manager within CBP's Office of the Chief Programming Officer (CPO).

The DXD leads the Programming Division in managing and aligning CBP's financial resources with mission priorities, overseeing the development of the agency's five-year strategic resource plan. As principal advisor to the CPO, the DXD provides expert guidance on policy and operational issues, represents the CPO in high-level forums, and directs agency-wide analytic and modeling initiatives.

Typical Duties include: Develops and improves decision-making processes by tracking projects, reporting progress, creating research materials, and sharing key findings with stakeholders. Manages project execution by working with analysts to develop plans, assign work, monitor progress, and summarize results. Sets performance standards and goals for employees, explains expectations, and keeps staff informed of their progress.

Supports fair and consistent personnel decisions related to selections, assignments, training, promotions, details, discipline, and awards Develops procedures, techniques, and policy guidance to help staff complete work effectively and consistently. Directs high-level priorities and reviews completed work to ensure assignments meet objectives and support mission needs.

Provides technical and administrative oversight by directing, coordinating, and managing the work of analysts and subject matter experts. This position starts at a salary of $147,945.00 (GS-15, Step 1) to $192,331.00 (GS-15, Step 10) with promotion potential to $192,331 (GS-15 Step 10).
