Job Summary

The Supervisory Program Specialist provides executive level administrative leadership, decision making authority, and program oversight to ensure integration of all clinical and administrative functions within the Medical Care Line.

This position will direct, coordinate, and evaluate a range of administrative, clinical support and programmatic functions essential to the delivery of comprehensive healthcare services to Veterans, and ensuring alignment with VISN and Medical Center missions.

Key Responsibilities

Provides full supervisory and managerial authority for a multidisciplinary staff across the Medical Care Line, exercising technical and administrative direction over subordinate managers, supervisors, and employees.

Establishing organizational structure, lines of authority, and performance expectations Selecting, assigning, promoting, and evaluating staff; resolving complaints and grievances; approving leave; recommending awards and disciplinary actions Ensuring workforce competency, compliance with VA and accrediting body standards, and adherence to safety and occupational health requirements Providing guidance, performance feedback, and developmental planning for direct reports.

Carries out complex administrative and program management responsibilities essential to Medical Care Line operation Directing all administrative activities including budget, fiscal oversight, human resources coordination, strategic planning, program evaluation, and workload/resource optimization Leading and participating in executive-level discussions, policy development, and organizational planning Developing and implementing long- and short-term goals aligned with VISN and Medical Center priorities Ensuring compliance with VA regulations, statutes, and standards of external oversight bodies Formulating and managing a multi-million-dollar budget encompassing staffing, equipment, contracts, and operational needs.

Conducting analyses of manpower, logistics, facilities, equipment needs, and organizational alignment. Establishing spending priorities and reallocating funds to meet changing operational requirements. Developing community partnerships and coordinating with military, federal, and local agencies.

Overseeing quality assurance and performance improvement programs, applying TQI principles, and ensuring compliance with VHA, Joint Commission, CARF, and other accreditation requirements. Monitoring and improving performance metrics related to operational efficiency, patient care quality, safety, access, and customer satisfaction. Participating in committees, task forces, investigations, and performance improvement teams.

Applying knowledge of medical administration, clinical services, data systems, and health operations to guide decision-making. Staying current on clinical, technological, and administrative developments relevant to the Medical Center and VISN. Ensuring effective competency assessment and staff performance improvement. Work Schedule: Monday- Friday, 8:00am- 4:30pm (subject to change based on facility needs) Telework: This position may be authorized for telework.
