About the position: This position is Non-appropriated Fund (NAF) and is located at the Schilling Community Center on Kadena Air Base in Okinawa, Japan.
Assists in planning, organizing, and administering a comprehensive, base-wide community activities program. Develops, executes, and evaluates recurring and non-recurring events, tournaments, and special programs based on customer feedback and market research. Assesses program effectiveness using surveys and attendance metrics, recommending modifications or new initiatives as needed.
Prepares, executes, and monitors the operating budget, including daily tracking, reconciliation, and forecasting of NAF/APF funds. Manage procurement and logistical support, preparing purchase requests, tracking inventory, and accounting for equipment. Advises the supervisor on resource constraints and required facility enhancements.
Works directly with Marketing to develop and disseminate promotional materials across multiple media channels (flyers, social media, marquees) to maximize patron participation. Establishes and maintains cooperative relationships with base agencies, vendors, and local community organizations, serving as the center's liaison. Serves as team leader for center staff, establishing work assignments, performance standards, and guiding professional development.
Oversees daily facility operations, upkeep, and resolves informal customer or staff complaints. Operates government vehicles as required to support programming. Assigns, reviews, and oversees daily work assignments, providing continuous technical guidance and operational support to staff. Establishes performance expectations, monitors employee progress, and provides formal input to the Director for annual performance evaluations.
Identifies staff training needs, recommends professional development opportunities, and ensures personnel are fully qualified to perform assigned tasks. Assists in drafting, initiating, and submitting Request for Personnel Actions (RPAs). Serves as an active member on interview and selection panels to support recruitment and hiring initiatives.
Assists the Director in addressing and resolving employee performance or conduct issues in accordance with applicable personnel regulations. Performs other duties as assigned.
