The Supervisory Supply Management Specialist -Assistant Chief Supply Chain Officer (ACSCO), serves as the alternate to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the supply chain management (SCM) program with the direction and opinion of this role having the same authority given to the Service Chief.
Duties include, but may not be limited to the following: Serves as the senior logistics management officer for a VA HCS (with multiple campuses) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/nonexpendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction.
Integrates and aligns acquisition, delivery and management of supplies, equipment, and services to ensure the successful delivery of patient care. Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area.
Exercises SCM responsibility for the coordination and integration of new technology and/or implementation of new supply and equipment requirements. Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating logistical and SCM actions required to support complex requirements of a large healthcare system.
Oversees, guides, manages, and integrates supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Directs the supply chain, to include budget projections and execution for logistics programs and contracts, utilizing an understanding of the role of logistics in healthcare system and VISN financial, business, capital asset management, clinical, and administrative operations.
Serves as the senior VA HCS logistics expert. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational SCM personnel pertaining to logistics. Performs broad and comprehensive formal studies of benefits, impacts, characteristics, and problems associated with logistics policy.
Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system. Develops performance measurement/management of all of the aforementioned (including statistical analysis, workload projections, and process management).
Analyzes and coordinates information and requirements with the healthcare system, Veterans Services Integrated Network (VISN) and VA Central Office (VACO) in the area of acquisitions and procurement of supply, equipment, and medical readiness. Through subordinate managers, conducts cost-benefit analysis for procurements through the total supply chain. Analyzes supply status and directs the priority of maintenance effort for organizational equipment.
When these indicators and reviews reveal improvement opportunities, acts as the catalyst, and ensures these opportunities are realized. Establishes local facility policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices, and initiatives, including six sigma and lean management.
Implements and monitors current logistics systems (such as GIP, AEMS/MERS, IFCAP, etc.) and the deployment of Enhanced Supply Support Programs, or their future replacement programs.
Monitors progress toward meeting the logistics plan and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan and adjusts plans and schedules to mitigate those impacts (the logistics plan includes acquisition of all materiel and services associated with the operation of a VA HCS and supported catchment area).
Coordinates management oversight (with fiscal, acquisition and logistics) of undelivered orders, accounts payable and related functions. Conducts strategic planning and quality management of the equipment and leasing programs, including coordination of VA HCS and supported catchment area activations and major purchases.
Working through subordinate staff, analyzes requirements, develops forecasts, directs reallocation, and provides guidance for the execution of funds for all logistics resources (these may include operational funds such as secondary stock funds, office supply accounts, transportation funding, medical supplies, and equipment). As senior approving official for the government purchase card (GPC) program, accounts for, and provides oversight and guidance to GPC individuals.
