Job Summary

THIS IS AN AIR FORCE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 SUPERVISORY THEATER AO OPERATIONS, COMMAND & CONTROL OFFICER (MI 110th Wing), Position Description Number NGD1944000 and is part of the MI 110 Airlift Wing, Michigan Air National Guard. MICHIGAN AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED.

Key Responsibilities

***THIS IS A TITLE 32 NATIONAL GUARD POISITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in an Air National Guard (ANG), Component Numbered Air Force (cNAF), Air Operations Group (AOG), Air Operations Squadron (AOS). This unit has both a state and federal mission.

The federal mission is to provide trained and qualified Air and Space Operations Center (AOC) Command and Control (C2) warriors to augment MAJCOM deployable AOCs worldwide at the operational level of war. The state mission is to provide support to civil authorities, as directed by the Governor, for disaster relief, public safety, search and rescue, and civil defense, and Continuity of Operations.

This position requires mastery level knowledge of air campaign strategy, combat plans, combat operations and the integration of Intelligence Surveillance and Reconnaissance Division (ISRD) assets required for successful execution. Must be trained and ready to function in a senior level position in a coalition AOC reporting to the Combined/Joint Force Air Component Commander (C/JFACC) at the 3-star level.

Accordingly, must direct all actions that prepare unit members to perform at the operational level of war in an AOC. Responsibility to possess a working knowledge of all Air Force Weapon Systems and their capabilities, as well as a clear understanding of the systems and capabilities of other DOD components, NATO nations, and other coalition partners.

This mastery level knowledge is required to sustain the development and execution of a daily Air Tasking Order for a minimum of 30 days at 500 missions per day. Due to the unique mission of the cNAF, this PD cannot be used in any other organization. Determines squadron goals for long- and short-range planning and execution of all programs.

Provides direction and leadership for squadron functions and activities, develops operational and organizational plans that support the vision and goals of the squadron. Provides direction and leadership to unit members, including full-time air technicians and AGRs as well as traditional Guardsmen.

Ensures combat readiness of squadron personnel to provide augmentation to the Joint Force Air Component Commander (JFACC) at the AOC Air & Space Operations Centers located in every Combatant Command Area of Responsibility (AOR) throughout the world. Accomplishes, through subordinate supervisors, the mission training program.

Ensures squadron UTC training satisfies established Air Force Instruction (AFI) and associated ANG Instructions (ANGI) requirements to meet combat readiness objectives and Air Force contingency requirements. Directs organizational mission capability through a series of extensive Air Force inspections. Ensures required records and documentation of programs are maintained.

Incumbent supervises the senior theater level unit coordination, planning and execution of Distributed Mission and Reachback operations. Must be able to assume overall supervisory control over such operations when conducted in a joint or multi-dimensional setting.

There is frequent contact with senior leadership in USAFE, PACAF, CENTCOM, Numbered Air Forces, NGB, and state JFHQ, often to establish policy or to advance unit operational initiatives to include reachback and Distributed Mission Operations (DMO). Assumes a leadership role in national level exercises that are indorsed by Major Commands (ACC) and sponsored by NGB that meet the criteria for joint interoperability training.

Affects the shaping of the force by participating on MAJCOM Integrated Process Teams (IPT). Maintains leading edge technology capability through cooperative exchanges with AF Research Labs for technology/ operational information and field testing and evaluation. Insures weapons system equipment and upgrades are completed in concert with the gaining command to guarantee seamless operation in all reachback and distributed mission operations.

Develops and directs the force level weapons system implementation program in coordination with higher headquarters to meet approved employment concepts. Directs the formulation, presentation, justification and execution of the annual budget for the AOS. Oversees the approved budget and allocates resources to meet training goals to include efficient expenditure of man-day allocations.
