Job Summary

The OLES is responsible for establishing Departmental policy and providing leadership and guidance in support of all Departmental and Bureau law enforcement, security, personnel vetting, drug testing, intelligence, counterintelligence, and law enforcement technology programs.

Key Responsibilities

The incumbent develops and coordinates programs, policy, and training designed to build and sustain Department and OLES VAP capacity for ensuring that crime victims are accorded their due rights and services and that DOI programs promote evidence-based victim-centered law enforcement practices.

Represents the Department at various government working groups and meetings to include the Department of State, the White House, the National Security Council, Federal Law Enforcement-Based Victim Assistance Program Working Group and the Department of Justice. Handles or coordinates the response to data calls (e.g., legislative reviews, summarizing Department accomplishments on special topics such as human trafficking).

Identifies assets (e.g., training, social media toolkits, etc.) available through other federal agencies that can help DOI bureaus in their interface with crime victims. Works internally to identify components within DOI that can carry out assignments or bring capabilities to support the Department's participation in interagency working groups.

Coordinates Department and Bureau efforts internally or with other federal, state, tribal or local law enforcement or community-based victim service providers to expand the Department's capacity to respond effectively to crime victims. Serves as an expert resource for DOI law enforcement entities nationally regarding appropriate victim service referrals.

Systematically analyzes Department programs and audiences, ensuring that programs promote victim centered, trauma-informed practices, supported through analysis of: - The interactions of DOI stakeholders with crime victims, including consideration of complex and diverse DOI law enforcement program tactics, legal jurisdictions, roles, methodologies and environments that impact their procedures and interactions with crime victims.- The impact of case law, statutory, legislative changes and executive orders on programs and initiatives,- Social science and criminal justice research on the impact of crime victimization, crime trends, evidence-base best practices, culturally sensitive approaches, and interventions that promote access to services especially for underserved populations.
