The Associate Chief Information Officer (ACIO) for Products serves as a principal advisor to the Chief Information Officer (CIO) and provides executive leadership for the Office of the Chief Information Officer's product portfolio. The incumbent is responsible for ensuring that OPM's digital products and mission systems are delivered in a coordinated, efficient, and mission aligned manner.
As the Associate Chief Information Officer for Products, you will be part of the Office of the Chief Information Officer. The ACIO oversees product-focused division directors responsible for major digital products and services across the agency. The role focuses on strengthening how OCIO manages and delivers technology products by establishing strong product management practices, improving cross product coordination, and ensuring alignment with agency mission priorities.
As OPM becomes a technology-first organization, the agency's product portfolio will expand significantly, and the ACIO is responsible for driving the coordination across products and the culture of execution and delivery required to achieve this transformation.
Working in partnership with OPM program offices, the ACIO ensures that technology products effectively support agency programs such as Retirement Services, Human Resources Solutions, Workforce Policy & Innovation, Merit System Accountability and Compliance, and Healthcare and Insurance.
The incumbent collaborates closely with enterprise platform leadership, cybersecurity leadership, and IT Business Management to ensure that products are delivered securely, efficiently, and with appropriate financial stewardship. The incumbent coordinates with the CDO to ensure that OPM's technology products support the effective collection, management, and use of data.
The ACIO for Products is responsible for leading the strategy, governance, and execution of OPM's product portfolio. If selected, some key responsibilities include: Product Portfolio Leadership Leads the management and continuous improvement of OPM's technology product portfolio. Oversees division directors responsible for mission systems and digital services across the agency.
Establishes and maintains a product operating model that supports effective planning, prioritization, delivery, and lifecycle management of products. Ensures consistent product management practices across the organization, including product planning, backlog management, and delivery tracking. Business Partnership and Mission Alignment Serves as a senior OCIO partner to OPM program offices to ensure technology products align with mission needs and customer outcomes.
Facilitates collaboration between product teams and business leaders to identify priorities, clarify requirements, and deliver value to customers. Ensuring that technology investments and product initiatives support OPM's strategic goals.
Cross Product Coordination and Governance Coordinates across product teams and portfolios to eliminate duplication, align and appropriately prioritize work, improve reuse, and ensure alignment with enterprise architecture and shared capabilities. Establishes portfolio governance mechanisms to support prioritization, investment decisions, and transparency into product performance and delivery progress.
Implement tools and practices to effectively track product work, delivery progress, and operational health. Platform and Enterprise Capability Alignment Works closely with the Associate CIO responsible for enterprise platforms to ensure products effectively leverage shared services and enterprise capabilities.
Ensures product teams effectively leverage enterprise platforms and shared capabilities provided by the Platforms organization to reduce duplication and improve delivery speed.

The posted pay range is $151661 – $228000/yr.
