This position is in the DoW Washington Headquarters Services, Facilities Services Directorate, Facilities Operations & Services Div (FOSD), Reservation Environmental Services Branch. FOSD manages DoW-owned/operated facilities and services in the National Capital Region. Under the general administrative supervision of the RES Branch Manager, the incumbent serves as a Building Management Specialist.
Incumbent typical work assignments may include the following: Manages and coordinates in-house and contractor activities for comprehensive facility operations, including custodial services, waste management, and recycling programs. Plans work schedules, analyzes workload fluctuations, develops standard operating procedures (SOPs), and conducts studies to improve efficiency and reduce costs.
Serves as a Contracting Officer's Representative (COR) for service contracts, which includes developing procurement packages, providing technical evaluations, administering contractor performance, and resolving contract disputes. Plans and executes specialized building service projects, conducts research and investigations, and prepares detailed reports and recommendations for management.
Monitors and regulates the use of public spaces across the Pentagon reservation and its associated properties to ensure compliance with established facility regulations.
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. Such study may have been performed on a full-time or part-time basis.
If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.
