Job Summary

This position is located in the U.S. Patent and Trademark Office (USPTO), OAS, Security and Safety Division. The Security and Safety Division establishes and implements a variety of security and safety programs serving USPTO and its employees.

The incumbent prepares for and carries out or coordinate emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters that affect USPTO employees, facilities, and the surrounding community.

Key Responsibilities

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

This position is perfect for you if: You enjoy analyzing requirements to determine updates needed to maintain viability of the USPTO Continuity of Operations (COOP) plan, to meet or exceed current industry standards and comply with Executive Orders, Presidential and National Security Directives.

You are excited to develop and implement agency-wide emergency management performance measures and conducts analyses of the results to develop better methods and policies while continuously observing work practices You excel at developing and maintaining knowledge of the most current emergency management laws, Executive Orders, and regulations such as current Federal Continuity Directives, Federal Mission Resilience Strategy, Federal Management Regulation for Occupant Emergency Programs (41 FMR 102-74) and the National Incident Management System (NIMS).

You are energized about providing advice, guidance, and recommendations to USPTO senior staff members regarding agencywide emergency management matters and issues and site-specific implementation of these programs.

You feel at home continually monitors global, national, state, and local events, incidents, and/or threats daily including terrorist, weather, and public health emergencies to ensure up-to-date awareness of situations likely to affect USPTO directly, the local community, or the country at large.

You are driven to implement agency occupant emergency program (OEP) operations designed to address a wide range of emergencies, including fire, hazardous materials incidents, severe weather emergencies, medical emergencies, and shelter-in-place. events.
