The Equal Employment Manager located at the Syracuse VA Medical Center leads the EEO program for a region, advising management and staff on compliance, overseeing complaint intake and resolution, and ensuring organizational policies support fair employment practices. This role delivers expert guidance and quality EEO services to foster an inclusive workplace
Duties and responsibilities include, but are not limited to the following: Serve as the principal EEO advisor to leadership and staff; counsel managers on the feasibility and impact of EEO plans, policies, and decisions. Lead the development and implementation of the organization's affirmative action plan. Analyze management practices, structures, and employment patterns to identify EEO barriers; monitor progress toward corrective outcomes.
Diagnose EEO problem areas and draft targeted corrective action items. Coordinate EEO activities with Human Resources and maintain effective partnerships with community stakeholders. Lead/serve on decision or recommendation committees (e.g., position management, recruitment, training, promotion, job design, reduction-in-force) to ensure EEO impacts are considered.
Provide accessible counseling to employees and develop/promote EEO program communications and reference materials. Manage the EEO complaints process end-to-end, ensuring timeliness and compliance with regulations. Maintain strict impartiality; coordinate investigators/examiners and secure records and witnesses. Screen formal complaints for acceptability; dismiss untimely or out-of-scope cases; advise complainants of rights and post-investigative options.
Prepare complete, timely reports on pre-complaint counseling, formal complaint status, and case dispositions for higher authority. Direct a comprehensive EEO program that meets legal, regulatory, and agency requirements. Plan, organize, staff, coordinate, review, and evaluate the program; recommend and allocate resources. Assign, direct, and review EEO work of collateral/subordinate staff; build workforce support for EEO policies and goals.
Coordinate with staff offices and line managers; evaluate activities and recommend improvements; periodically reassess local EEO objectives. Perform other related duties as assigned. Work Schedule: Monday through Friday, 7:30 a.m. - 4:00 p.m. Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
