Job Summary

The position serves as a Projects Engineer at an assigned Department of Veterans Affairs (VA) Healthcare System.

This position performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects, and Leases, including all areas and aspects at an assigned medical center and associated Community Based Outpatient Clinic (CBOC)'s.

Key Responsibilities

Healthcare Engineer: vacareers.va.gov/wp-content/uploads/sites/5/Total-Rewards-of-a-General-Engineer-Career-Flyer.pdf Serves as the Integrated Project Team (IPT) Chairperson, comprised of diverse and multi disciplined professional team members, consisting of internal and external stakeholders, and is a recognized expert in project management.

The position participates in planning deliberations and contributes significantly to the management decision-making process through teamwork, innovation, coordination, and collaboration with other senior members and stakeholders to ensure objectives are met toward meeting the healthcare system's overall strategic plan goals.

Assists in the determination of requirements for healthcare projects in relation to the needs of the Healthcare System, inclusive of the parent site, as well as off-site locations under the auspice of the Healthcare System, whether VA owned or leased. Coordinates projects, design and construction activities for a wide range and variety of interrelated systems and services.

Coordinates and monitors planning and answers design problems for the multi-disciplinary projects including all components of the project life cycle from initial planning and concept to design to construction, project completion and warranty periods.

Responsible for reviewing contractor submittals, change order requests, assuring project compliance with drawings and specifications, administering A/E and VA Headquarters review processes, assuring safety practices, and making sound engineering recommendations to appropriate leadership for action. Responsible for managing and dealing with constantly changing priorities and deadlines based on engineering workload.

Utility and equipment failures must be addressed immediately for continuation of patient care and mission of the medical facility which often disrupts the intended workflow and takes priority for staff to address. Performs scheduling and layout of construction operations, and inspection and surveillance of materials, methods, and equipment used in construction.

The position plans specific objectives for the program, including required innovations and improvisations to patient care services and efficiencies. Work Schedule: Monday - Friday, 7:00am-3:30pm, 7:30am-4:00pm, 8:00am-4:30pm, subject to change based on the needs of the facility.

Requirements & Education

Preferred Experience: 3 years VHA Healthcare Engineer Experience or 4 years Non-VHA Healthcare Engineer Experience 3 years of Contract Management experience 2 years Project Management experience for Design, Design/Build, and construction for projects at or above $500K Contracting Officer's Representative (COR) Level II certified or equivalent OSHA 30 certified 3 years Construction Management experience 3 years CAD and/or Revit experience Proficient in Microsoft Word and Excel Proficient with developing cost estimates for Architect-Engineer Services and Construction Contracts Reference: For more information on this qualification standard, please visit https://www.va.gov/ohrm/QualificationStandards/.

The full performance level of this vacancy is GS 12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS 07 to GS 12. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing.

May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
