Job Summary

The position is located in the Executive Office of the President, Office of Administration, Office of the Chief Administrative Officer, Talent Acquisition Division, Recruitment and Staffing Branch. Incumbent will serve as a Human Resources Specialist (Recruitment & Placement) with responsibility for planning and carrying out the full range of recruitment and placement activities as well as related management advisory services for all components of the EOP.

Key Responsibilities

As a Human Resources Specialist (Recruitment and Placement), GS-0201-11/12/13, your typical work assignments may include the following: Utilizes USA Staffing to manage end-to-end recruitment actions. This includes determining applicant eligibility and qualifications, facilitating rating and ranking processes, and developing and reviewing position descriptions, job analyses, and assessment questions.

You will also create Job Opportunity Announcements (JOAs), recruitment materials, and certificates of eligibles. Provides recruitment and placement services and review requests for personnel actions to determine the appropriate type of recruitment or placement action, including merit promotion, external recruitment, noncompetitive appointment, career programs, and other applicable authorities.

Prepares and maintains documentation and case files for personnel actions and manage Requests for Personnel Action (RPAs) throughout the recruitment process. Coordinates preemployment activities and new employee orientation, provide information regarding applicable procedures and requirements, and respond to inquiries concerning application procedures, recruitment status, vacancy opportunities, and other staffing matters.

Develops and administers staffing and recruitment programs and initiatives, including student employment programs, recruitment of individuals with disabilities, and recruitment outreach and informational briefings. Collaborates with hiring managers and organizational officials to develop job analyses, review position descriptions, apply OPM qualification standards, and establish appropriate rating and ranking criteria for recruitment actions.

Provides human resources advisory services and technical guidance to managers, supervisors, employees, and other officials regarding Federal laws, regulations, policies, procedures, and practices governing recruitment, staffing, placement, and related human resources programs. Provides guidance and assistance to managers, supervisors, applicants, and other stakeholders throughout the various stages of recruitment and placement.

Researches and applies OPM directives, regulations, qualification standards, the Code of Federal Regulations, applicable legislation, and other authoritative guidance to provide recommendations and resolve recruitment, staffing, and placement issues. Coordinates with appropriate human resources specialists to support payroll, benefits, pre-employment, and onboarding activities for both new and existing employees.

Prepares and presents staffing and recruitment reports, briefings, and status updates. Deliver insights regarding recruitment activities, personnel actions, and workforce needs while recommending strategic courses of action to leadership.
